An interface couples the network to a further network and includes a signalling information exchange function and user or payload information exchange function between the network and the further network. The second layer generates an information frame which includes user information of the telephone call being transferred to and from the interface on a direct route assigned to the telephone call within the second layer and selectively suppresses the transfer of an information frame within the second layer if the information frame does not include any user information.

A method and system for communicating information includes evaluation regarding routing of calls performed at a call control point in an ITSP and/or wireless network. A PIC identity associated with another party's preferences is acquired and sent to the call control point. The PIC identity identifies the type of the carrier network (e.g., circuit switched or VoIP) and is used to make further routing decisions. If a circuit-switched carrier is identified, the IP homing leg is terminated at the voice gateway in the recipient's HPLMN and information is sent over to the GMSC where normal, circuit-switched routing procedures. If a VoIP carrier is identified then the called user's roaming number is retrieved from the HLR, and the call is further routed directly over the IP domain towards a voice gateway at the visited network minimizing the number of transcodings. Additional transcoding steps can be avoided if a single encoding is agreed upon according to “tandem free operation” (TFO). Combining inband signaling through the telephony exchanges and out-of-band signaling in the IP network it is possible to achieve, for a mobile subscriber, one encoding and one decoding of a voice.

According to the present invention a resource broker is introduced between the resource owner and the at least one resource user. Said broker is arranged to perform a management procedure for deciding whether to perform a allocation, keeping or release of resource. In order to take a decision a resource usage measure (TTL) is used. In accordance with the present invention said measure is updated when user's usage measure (Keep Alive, InterestMsg) informing about the expected usage of the resource by a resource user is obtained. The update is performed by means of a cumulative algorithm taking into account current and past values of the resource usage measure (TTL).
