    Abstract: A semi-persistent scheduling method includes: determining a semi-persistent scheduling (SPS) configuration parameter, where the SPS configuration parameter includes an SPS period length, symbol information, and an SPS activation command, where the SPS activation command is used to indicate a system frame number and a subframe number of a first time-frequency resource available for sending or receiving SPS data, and the symbol information is used to indicate a location of a symbol that is in a subframe and that is occupied by the first time-frequency resource; determining resource locations of time-frequency resources available for sending or receiving the SPS data based on the SPS period length, the symbol information, and the SPS activation command; and sending, by the network device, the SPS configuration parameter to a terminal device. Resource utilization of semi-persistent scheduling can be improved, and a transmission delay of the SPS data can be reduced.

The method includes the following: when receiving first notification signaling sent by a base station, determining, by UE, to calculate a cyclic shift value by using a first solution; obtaining a first logical root sequence number, and determining a root sequence based on the first logical root sequence number; and generating a random access preamble sequence based on the root sequence and the cyclic shift value, where the first solution is a solution of calculating the cyclic shift value when a Doppler shift of the UE is less than a first preset value and greater than a second preset value, the first preset value is less than twice of a physical random access channel (PRACH) subcarrier spacing, the second preset value is greater than the PRACH subcarrier spacing.

A first communications node sends measurement information to a second communications node, where the measurement information includes measurement signal configuration information and/or configuration information of a measurement signal combination, the two pieces of configuration information are respectively used by the second communications node to determine a resource of a measurement signal corresponding to the measurement signal configuration information and a resource of a measurement signal corresponding to the configuration information of the measurement signal combination; and the first communications node receives a measurement report sent by the second communications node, where the measurement report carries a measurement result of measurement performed by the second communications node according to the measurement information. The examples of the present invention implement measurement on a radio link after introduction of a non-backward-compatible cell or carrier.

    Abstract: The embodiments of the present invention provide a base station, a network controller, and a forward handover method. The base station includes a first base station to which a target cell of user equipment belongs and a second base station to which the user equipment belongs, where the second base station includes: a second processor and a second transceiver, the second processor generates a forward handover indication, and the second transceiver sends the forward handover indication to the first base station, so that when receiving an RRC re-establishment request message of the user equipment, the first base station acquires context information of the user equipment from the second base station according to the forward handover indication. In the foregoing manner, the user equipment can independently select a target cell, and overcomes a disadvantage of violating a basic criterion in the prior art that mobility management is determined and controlled by a network.

    Abstract: The present invention provides a wireless access point control method, a related device, and a system. An activation signal sent by user equipment is received on a radio resource corresponding to a receiving pattern of a first wireless access point, so that the first wireless access point controls itself to leave a power-saving state according to the activation signal. Therefore, the user equipment may directly send the activation signal to the first wireless access point to switch a working state of the first wireless access point from the power-saving state to a normal communication state as soon as possible. In this manner, a power-saving objective of the wireless access point is achieved, and switching of the wireless access point from the power-saving state to the normal communication state as soon as possible can also be accelerated on a basis of achieving power saving of the wireless access point.
