    Abstract: A method includes: sending, by a first network device, a first configuration message to a terminal device, where the first configuration message is used to instruct the terminal device to configure a second ciphering/deciphering function associated with a second network device and share a first data packet numbering/reordering function, and the terminal device is configured with the first data packet numbering/reordering function and a first ciphering/deciphering function associated with the first network device; and receiving, by the first network device, a first configuration complete message sent by the terminal device. In this embodiment, the first configuration message is used so that the terminal device may configure the function associated with the second network device. Therefore, during handover, the terminal device may simultaneously perform data transmission with the second network device and the first network device, to reduce or avoid a service interruption time caused by handover.

    Abstract: Embodiments of this disclosure provide a communications method, device, and system. The method includes: generating cell selection information, where the cell selection information is associated with a configuration parameter of a reference signal of a cell; and sending the cell selection information. In the embodiments of this disclosure, the cell selection information associated with the configuration parameter of the reference signal of the cell is generated and sent, so that a terminal can perform cell selection based on the cell selection information. Therefore, terminals supporting different reference signal configurations can be deployed in a network.

    Abstract: This application provides a measurement method and apparatus, and relates to the field of communications technologies. The method includes: measuring a currently camped cell in Δt, to obtain {Si|i is a positive integer, i≤N}; if any Si in {Si|i is a positive integer, i≤N} satisfies that SREF−Si greater than or equal to a first threshold, updating SREF so that SREF is equal to SN; and measuring one or more neighboring cells of the currently camped cell if SREF−Si is greater than or equal to the first threshold. To be specific, when determining that a cell state variable in Δt is always less than a cell state reference variable, a terminal may start measurement on the neighboring cells, and update the cell state variable from SREF to a cell state variable SN obtained through the last measurement in Δt.

    Abstract: Embodiments of this application provide a paging method and a communication apparatus, relate to the communications field, and are particularly applicable to NTN communication. The method includes: receiving a first message from a first network device, where the first message includes discontinuous reception DRX cycle information, the DRX cycle information is determined based on signal coverage cycle information of a second network device, the DRX cycle information is used to configure a DRX cycle TUE used by the terminal device to receive the paging message, and the signal coverage cycle information indicates a signal coverage cycle of the second network device; and receiving a paging message from the second network device based on the DRX cycle information.
