A technique includes receiving, by a first user device from a base station, control information indicating an assignment of the first user device to a first scheduling request sub-pool of resources of one or more scheduling request sub-pools, and an assignment of the first user device to a first data sub-pool of resources of one or more data sub-pools, wherein the sub-pools assigned to the first user device allow a contention-based grant-free mode transmission from the first user device of both a data and a scheduling request at the same time via different resources, wherein for at least a plurality of user devices no two user devices are assigned to both a same data sub-pool and a same scheduling request sub-pool.

Systems, methods, apparatuses, and computer program products for fair resource sharing among user(s) or user groups in broadcast based D2D communications are provided. One method includes monitoring, by a cluster head, at least one user group sharing physical channel resources. The at least one user group may include at least one D2D user equipment. The method may further include calculating a current share of the physical channel resources for the at least one user group based on pre-configured fair sharing rules, determining when a maximum fair share of the physical channel resources are allocated to one of the at least one user group, determining whether remaining physical resources are sufficient. When the remaining physical resources are sufficient, the method may include issuing an indication to the one of the at least one user group. When the remaining physical resources are not sufficient, the method may include issuing a warning to the one of the at least one user group.

For example, a method may include indicating, in a relay discovery procedure, a capability of a relay user equipment to support an emergency call. The method can alternatively or in addition include receiving, in the relay discovery procedure, an indication of a need of a remote user equipment to conduct an emergency call.
