Abstract: Provided are a method and apparatus for effectively exchanging information between nodes in a wireless communication system. A communication method for a user equipment (UE) may include: sending a mobility management entity (MME) a power saving mode request message containing information requesting a different network entity to perform proxy transmission and reception for the UE during power saving mode; receiving information indicating availability of power saving mode and corresponding parameters from the MME; and operating in power saving mode according to the received parameters. It is possible to provide an information transmission method for a user equipment remaining in power saving mode.

Abstract: The present invention relates to a method and a device for controlling congestion in a mobile communication system. Abstract: A method for selecting an access network in a terminal of a mobile communication system according to one embodiment of the present specification comprises the steps of: if traffic is generated in the terminal, selecting an access network according to the characteristics of the generated traffic and network selection policy information; and transmitting and receiving the generated traffic via the selected access network. According to the embodiment, the present invention adjusts priorities of accesses given to users and applications in a wireless communication system including heterogenerous networks, thereby reducing processes for reselecting an access network of a user terminal, and reducing the cases of unnecessarily accessing a network having a low priority or requiring high costs for a long time. Therefore, the present invention can enhance user convenience and improve communication efficiency.

Also, the base station receives a redirection request message having the NAS message from the first MME, and transmits a second initial UE message having the NAS message to a second MME. In another method, the MME receives the first initial UE message having the NAS message from the base station, and transmits the redirection request message having the NAS message when the MME fails to support a dedicated core network according to UE usage type information. If the redirection request message is transmitted, a second initial UE message having the NAS message is transmitted to a dedicated MME.
