    Abstract: Downlink transmissions can be generated to schedule one or more Internet of Things (IoT) devices for communication on unlicensed channels via frequency hopping operations/procedures. An evolved NodeB (eNB) or a next generation NodeB (gNB) can perform a listen before talk (LBT) on the unlicensed channels that are scheduled for transmission by at least one of: one or more IoT devices or one or more user equipments (UEs). A preamble or a common physical downlink control channel (CPDCCH) can be transmitted to reserve the unlicensed channels for the IoT devices/UEs. The preamble or the PDCCH can include a duration of the duration to provide notice to other eNBs/gNBs or trigger the IoT devices of a successful LBT corresponding to the unlicensed channels.

The gNB can encode control information for transmission on two discovery reference signal (DRS) subframes to a user equipment 5 (UE). The control information can be transmitted on an anchor channel having a set frequency for U-IoT in an adaptive frequency hopping system. The control information can include: a primary synchronization signal (PSS), a secondary synchronization signal (SSS), a physical broadcast channel (PBCH) transmission, and a system information block for MulteFire bandwidth reduced (SIB-MF10 BR).

A network device (e.g., an evolved NodeB, or other cell network device) can generate a listen before talk (LBT) protocol in order to determine whether an unlicensed carrier of a secondary cell device is idle or busy. The evolved Node B (eNB) can communicate starting or ending partial subframes in a downlink transmission, and a user equipment (UE) can process partial subframes based on the communications and a scheduling policy.

    Abstract: Technology for a user equipment (UE) operable to perform downlink (DL) channel quality measurement reporting is disclosed. The UE can decode a system information block type y bandwidth reduced (SIBy-BR) received from an eNodeB. The SIB1-BR can instruct the UE to include a DL channel quality measurement report in a message 3 (Msg3) transmitted during a random access procedure between the UE and the eNodeB, wherein y is a positive integer greater than or equal to 1. The UE can determine a DL channel quality measurement for a DL channel between the UE and the eNodeB. The UE can encode the Msg3 for delivery over an uplink channel to the eNodeB. The Msg3 can be delivered during the random access procedure and can include the DL channel quality measurement report with the DL channel quality measurement.

    Abstract: Systems, devices, and techniques for indicating the number of repetitions for a downlink control information (DCI) message are described. A described technique includes transmitting an indication of a repetition number for a downlink control information (DCI) message having a predetermined format for transmit power control (TPC) of an uplink channel by a user equipment (UE); and transmitting, to the UE via a machine-type communications physical downlink control channel (MPDCCH), repetitions of the DCI message in accordance with the predetermined format and in accordance with the repetition number. The predetermined format can based on a DCI format 3 or 3A for bandwidth-reduced low-complexity or coverage enhanced (BL/CE) UEs.
