    Abstract: A data transmission method, apparatus, and system are disclosed. The method includes: determining, by a first HCD, a target communication resource in a first time period; determining, by the first HCD, a third target communication sub-resource used to transmit data between a first LCD and the first HCD, and sending third indication information to the first LCD by using a fourth target communication sub-resource, where the third indication information is used to indicate the third target communication sub-resource; and receiving, by the first HCD, first target data that is sent by the first LCD by using the third target communication sub-resource, and transmitting the first target data to the access network device; and/or acquiring, by the first HCD, second target data from the access network device, and sending the second target data to the first LCD by using the third target communication sub-resource.

A GW-U is configured to: receive a data packet and match the data packet with a rule; and send bearer processing indication information to a GW-C if a rule matching result of the data packet meets a trigger condition for bearer processing, where the bearer processing indication information is used to trigger the GW-C to perform bearer processing according to quality of service QoS information of a data service corresponding to the data packet.     Abstract: Embodiments of the present invention provide a congestion/overload control method and apparatus. The method includes: learning, by a gateway device, information about network access time of a User Equipment (UE) or UE group; and rejecting or discarding, by the gateway device, session management request messages of the UE or UEs in the UE group beyond the network access time of the UE or UE group; or discarding, by the gateway device, data of the UE or the UEs in the UE group beyond the network access time of the UE or UE group. Embodiments of the present invention can perform congestion/overload control differentially on the UE or UEs in the group, implement congestion/overload control on the gateway device, avoid congestion/overload caused by a large number of UEs on the gateway device, and improve the efficiency of congestion/overload control.
