Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising one or more sub-pictures partitioned from a picture and a sub-picture level indicator indicating resource requirements for decoding a current sub-picture. The bitstream is parsed to obtain the sub-picture level indicator and the current sub-picture. Resources are allocated to decode the current sub-picture based on the sub-picture level indicator. The current sub-picture is decoded to create a video sequence by employing the allocated resources. The video sequence is forwarded for display.

Abstract: A method of decoding a coded video bitstream is provided. The method includes parsing a parameter set represented in the coded video bitstream. The parameter set contains a set of syntax elements that include a set of reference picture list structures. The method also includes parsing a slice header of a current slice represented in the coded video bitstream. The slice header contains an index of a reference picture list structure among the set of reference picture list structures in the parameter set. The method further includes deriving, based on the set of syntax elements in the parameter set and the index of the reference picture list structure, a reference picture list of the current slice. The method also includes obtaining, based on the reference picture list, at least one reconstructed block of the current slice.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving an extracted bitstream that is a result of a sub-bitstream extraction process from an input bitstream containing a set of sub-pictures. The extracted bitstream contains only a subset of the sub-pictures of the input bitstream to the sub-bitstream extraction process. A flag from the extracted bitstream is set to indicate that sub-picture information related to the subset of the sub-pictures is present in the extracted bitstream. One or more sub-picture identifiers (IDs) for the subset of the sub-pictures are obtained based on the flag. The subset of the sub-pictures is decoded based on the sub-picture IDs.

Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a sequence of point cloud compression (PCC) components into a bitstream. A buffering period supplemental enhancement information (SEI) message is also encoded into the bitstream. A hypothetical reference decoder (HRD) is initialized at a coded atlas access unit (AU) associated with the buffering period SEI message. A HRD conformance check of the bitstream is performed starting at the coded atlas AU. The bitstream is stored for communication toward a decoder.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising one or more sub-pictures partitioned from a picture such that each sub-picture includes a sub-picture width that is an integer multiple of a coding tree unit (CTU) size when the each sub-picture includes a right boundary that does not coincide with a right boundary of the picture. The bitstream is parsed to obtain the one or more sub-pictures. The one or more sub-pictures are decoded to create a video sequence. The video sequence is forwarded for display.

The method includes the video decoder determining whether a value for a first flag is provided by an external input; setting a first flag equal to the value provided by the external input and a second flag equal to the value of the first flag to prevent a gradual decoding refresh (GDR) picture from being output when the value for the first flag is provided by the external input; decoding the GDR picture; and storing the GDR picture in a decoded picture buffer (DPB).

Abstract: A method of decoding is provided. The method includes receiving a video bitstream including a plurality of layers and a sequence parameter set (SPS) including a flag, wherein each of the plurality of layers referring to the SPS has a same set of (DPB) parameters regardless of whether each of the plurality of layers is an output layer or a non-output layer when the flag has a first value, and wherein each of the plurality of layers referring to the SPS has a first set of DPB parameters that apply to output layers and a second set of DPB parameters that apply to non-output layers when the flag has a second value; and decoding a picture from one of the plurality of layers to obtain a decoded picture. A corresponding method of encoding is also provided.

The method includes obtaining a first reference picture list structure and a second reference picture list structure represented in the coded video bitstream; deriving, based on the first reference picture list structure and the second reference picture list structure, a first reference picture list of a current slice and a second reference picture list of the current slice, wherein the current slice comprises an intra (I) slice or a uni-predictive (P) slice; and obtaining at least one reconstructed block of the current slice following derivation of the first reference picture list and the second reference picture list.
