A mobile station receives information about an MADR (Maximum Allowable Data Rate) from a base station in a first predetermined frame period, determines a data rate equal to or lower than the MADR, and requests the determined data rate to the base station. If an MADR received from the base station in a second frame period following the first frame period is higher than the requested data rate, the mobile station starts data transmission. Then, the mobile station measures a traffic to pilot ratio (T/P) from the base station and controls the data rate according to the T/P during data transmission.

There is provided a data transmitting/receiving method in an HARQ data communication system. To transmit a physical layer information stream having a plurality of sub-blocks, each sub-block having an error correction code, a QoS (Quality of Service), and a priority if the sub-blocks has a different QoS, the encoded physical layer information stream is divided into a plurality of slots. The slot data are sequentially transmitted to a receiver in predetermined time intervals. If an HARQ (Hybrid Automatic Repeat Request) message for the initial slot data is received from the receiver, indicating that at least one of the sub-block in the initial slot data has a reception error and the other sub-blocks are good in reception, slot data with a sub-block having an error repeated within the number of the sub-blocks is retransmitted after transmission of initial slot data.

An encryption processing system and method are provided in a mobile communication system having an AT, an AN for sending packet data to the AT on a radio channel, a PCF for controlling the AN, and a PDSN for sending packet data to the AN through the PCF. The AT encrypts a packet generated upon user request and sends the encrypted packet on a radio channel. If it is indicated that the packet received from the AT was encrypted, the AN requests encryption information of the AT to the PCF and decrypts the encryption information received from the PCF. Upon receipt of the request of the encryption information of the AT from the AN, the PCF determines whether the AT is authenticated, extracts the encryption information of the AT if the AT is authenticated, and sends the extracted encryption information to the AN.

A reverse data rate determining method in a mobile communication system for high data rate transmission such as an HDR system, wherein an AN (Access Network) within a cell calculates a total load of a reverse link by measuring a total energy of a reverse link from ATs (Access Terminals) within the cell. If the load share of an AT is greater than a threshold predetermined individually for the AT, the AN determines that the AT should reduce its data rate.

The mobile station increases an SCI value step by step each time the per-SCI operation arrives, and terminates the RSC mode if the increased SCI value reaches an SCI value of a general idle state.

The OFDM system has a transmission structure in which one slot includes at least two symbols, and each symbol includes a plurality of subcarriers. Different broadcast service packets received from at least two channels are multiplexed into one slot and a result of the multiplexing is transmitted. Overhead information of the channel packets multiplexed into the one slot is generated and transmitted.
