    Abstract: The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services.An improved method and an apparatus for reporting Power Headroom (PH) of a UE are provided. The Power Headroom Report (PHR) method of the present invention includes determining whether to trigger PHR based on a change of Power Management Maximum Power Reduction (P-MPR) between two time points, generating, if PHR is determined to be triggered, Power Headroom, and reporting the Power Headroom information to a base station.

    Abstract: The present invention pertains to a method and device for preserving mobility information in terminal state transition and effectively re-accessing in a heterogeneous cell network in a mobile communication system. A method for estimating a mobility state of a terminal in a mobile communication system according to one embodiment of the present invention may comprise the steps of: receiving, by the terminal, system information from a serving cell during an idle state; calculating mobility state information by using the received system information; storing the mobility state information; and transmitting the mobility state information to a base station when the terminal is connected to the base station. According to one embodiment of the present invention, when an idle state of a terminal is changed to a connection state in a mobile communication system, a mobility state of the terminal can be more effectively estimated.

    Abstract: The present invention relates to a method and apparatus for transmitting data using a multi-carrier in a mobile communication system. The method of transmitting data in user equipment of a wireless communication system using a carrier aggregation technique according to an embodiment of the present invention includes setting secondary cells included in an S-TAG (Secondary-Timing Advance Group) configured of only secondary cells (SCells), deactivating a downlink timing reference cell in the S-TAG; determining whether other activated secondary cells exist besides the deactivated downlink timing reference cell in the S-TAG, and when the other activated secondary cells exist in the S-TAG, setting one of the other activated secondary cells as a new downlink timing reference cell. According to the present invention, uplink transmission speed can be increased in the user equipment and user QoS can be improved by transmitting data using one or more uplink carriers in the terminal.
