A method of operating a mobile telecommunications system having a base station, a plurality of users and a plurality of spectral resource blocks, some of which are not allocated to users. The method includes, (a) for each user, assigning a score to each resource block based on the energy efficiency with which the user can use the resource block, and determining which of the plurality of resource blocks is favored, i.e. has a score indicating that it will be the most energy efficient for the user. For each user, either (b) if the user's favored resource block is not allocated, and is not favored by any other user, that resource block is allocated to that user; or (c) in the event that the same resource block is favored by more than one user, it is allocated to the user who will use it with the greatest energy efficiency.

The present invention provides monoclonal antibodies that specifically bind to the extracellular domain of human Claudin-1 on the cell surface, thereby inhibiting HCV entry into susceptible cells and preventing HCV infection of these cells; and hybridoma cell lines which produce such monoclonal antibodies. Also provided are reagents that comprise such antibodies, and pharmaceutical compositions comprising such antibodies. Methods of treating or preventing HCV infection by administration of an inventive monoclonal antibody, or a pharmaceutical composition thereof are also described.

The method of the invention in one aspect involves electronic power control by varying the amplitude of an electrical power supply voltage, independent of frequency, whereby the output frequency will always be the same as the input frequency. An electrical circuit apparatus for accomplishing this function in a specific embodiment is also disclosed herein. The specific circuitry of this aspect of the invention uses eight solid state switches, such as IGBT's, eight diodes, an inductor, input and output filters and novel controlling circuitry. The controller apparatus and methods of the invention may be used to implement all otherwise conventional converter types, buck, boost, and inverting (and duals of these) versions to obtain different regulating characteristics, including galvanic isolation of the output from the input. Indeed, the eight-switch controller can act to either buck or boost the input voltage, and can switch between bucking and boosting during a cycle, thus providing more control of the regulated output voltage. The inventive methods and devices may be used in power factor correction, voltage and/or current harmonic filtering and neutralization, line and load conditioning, control of power transfer between two power grids, and programmable control of surges, sags, dropouts and most other voltage regulation problems.

The support structure includes an opening directed toward the lower portion of the chamber for the liquid nutrient solution to drip from the roots of the at least one plant into the lower portion of the chamber.

An apparatus of this invention includes a vessel, a growing surface, a light source, a liquid measurement device, a controller in communication with the measurement device and a time that calculate the rate of consumption of the liquid in the vessel by seeds or plants and that adjust the liquid delivery rate, the liquid quality, the nutrient delivery rate, the nutrient quality, the photoradiation delivery rate, and/or the photoradiation quality based on the calculated rate of liquid usage. In an embodiment, the steps are performed automatically without human intervention.
