An in-line storm water drain system and a filter basket for a storm water drain system are provided in which the storm water drain system has a housing having an inlet and outlet thereinto and interior walls forming a plurality of chambers therein. The filter basket has a rigid frame and a plurality of screened sides and is attached to the interior walls. The filter basket has a pair of top screen filter doors and a pair of bottom screen filter doors to allow entry into the filter basket and on through to the bottom of the filter basket for cleaning the chambers. An inlet feed chute is attached to the filter basket open end and also has a screen bottom door and directs water from the housing inlet to and through the filter basket while collecting debris in the basket.

An inlet (12) and an outlet (14) open into the chamber (2) below a screen (20), and an overflow outlet (15) opens into the chamber above the screen. Baffles (26) are provided underneath the screen (20) across the general flow of storm water. In storm conditions, the storm water in the chamber (2) will reach the level of the screen (20), which traps aesthetically offensive material and gross solids, leaving the water to flow through the screen (20) to the overflow outlet (15). The baffles (26) circulate the storm water, and this dislodges material accumulated on the underside of the screen (20) and so helps to prevent blinding of the screen (20) in storm conditions.

At high flows such as with heavy storm runoff, water exceeding a predetermined flow rate is conveyed from the low flow path into the high flow path where there are baffles to treat the water to remove both heavy materials and floatable materials. In optional embodiments, there is a filter/recharge chamber that may contain a filter and/or a groundwater conveyance system such that filtered or unfiltered water can be discharged from the low flow path through a groundwater conveyance system to groundwater, to the normal outlet, or both.

The present invention relates to an apparatus and method, using the apparatus, for blocking the passage of solid materials into or through a channel while permitting the passage of fluid; automatically releasing the blocked solid materials under predetermined conditions when priority is given to maximizing the passage of fluid; automatically re-closing after the accumulated solid materials have passed downstream, and resuming the blocking of solid materials; and, repeating the process upon recurrence of the predetermined conditions. Although the invention relates to street storm-water drainage channels, particularly inlets to catch basins, it can be applied to any fluid-flow channel where blocking the passage of solid materials is important but where there are conditions under which priority should be shifted from blocking the solid materials to releasing them downstream.

A floating system for collecting floatable debris is provided with curtains that direct the flow of water that contains floatables into the traps of the system while functioning as a pressure relief mechanism for the system which avoids placing excessive hydraulic forces on the system under extreme flow conditions. Inlet flow confining curtains have means for allowing the curtain to lift from the bottom of the waterbody as flow becomes progressively more extreme. The means may include patterns of weights in a series of normally horizontal pockets that are fabricated into the curtain at various distances below the water level that hang down to the bottom of the waterbody under normal conditions. The weights are graduated with the heaviest at the top and the lightest at the bottom. Alternatively, openings or windows are formed in the curtain and covered with mesh to allow flow through the windows while containing floatables larger than the size of the openings in the mesh. Also, a vertical corner of the curtain may have a triangular-shaped pucker pocket that extends from the surface of the water to the bottom of the curtains, which allows the two curtains to lift.

A floating debris removal system has a bypass or overflow grate that is hinged at the top and positioned to swing downstream under certain conditions. The grate is fastened with a shear ring that will break when sufficient force is generated against the grate by the flow of overflow water and debris through the system. A plow-shaped member pivots off upwardly as flow increases. The member has a plow-shaped blade that spreads the flow across the inlet of the trap of the system to reduce the velocity of the flow. The shape and weight of the blade are selected for optimal function under a range of water levels and flow velocities, and can be altered to perform best for different installations. Debris pits are provided before or after the traps of the system to collect small suspended debris that is not removed by the traps. The pits are sized and configured to slow the velocity of the flow of that the suspended debris settles into the pits. Guide pits on the traps ride in vertical rails to facilitate loading and removal of the traps in the system, while a third plate-like rail on the face of a service ladder guides the downstream end of the traps, while simplifying the overall construction, minimizing surfaces on which dirt can collect, and conserving space.
