    Abstract: The present invention provides a method for updating a system message, where an eNB performs a communication resource negotiation with a neighboring eNB to obtain an available subframe, sends a paging message including a system message update indication to a UE, wherein the system message update indication indicates that the system message is updated, and sends a system message update indication message to the UE in the available subframe, wherein the system message update indication message is used to update the system message.
