A system and a method are disclosed for controlling structural deterioration of a vehicle parking structure by arresting deterioration caused by road salt erosion and corrosion of concrete floors and reinforcing steel in that structure. The invention includes spray washing the underside of vehicles prior to entry into the parking structure to remove road salt and thereby reduce road salt corrosive action within the facility. The invention further comprises arresting corrosion due to road salt which already has penetrated the concrete floors within the parking structure by the application of a chemical detergent which neutralizes the road salt that previously has penetrated the concrete.

A fibrous material, such as fiberglass insulation, is treated to minimize the generation of static electricity when subjected to agitation, such as by sawing, chopping, blowing, etc. during manufacturing, handling and/or installation, by applying an anti-static composition onto a mat of the material during the manufacturing process. The anti-static composition preferably is an aqueous solution containing an active anti-static agent including a nonflammable glycol humectant and two water soluble quaternary ammonium compounds, one serving as the primary anti-static ingredient and the other serving as a corrosion inhibitor and stabilizer. The anti-static composition is sprayed onto the surface of the mat as it travels through the cooling zone and the cooling air drawn through the mat causes the anti-static agent to penetrate through substantially the entire thickness of the mat.

A method for producing a high porosity ceramic material characterized by the steps of: (1) wetting a finely divided, non-crystalline, amorphous silica with a wetting agent; (2) combining the wetted silica with a ceramic slip to produce a mixture; and (3) removing the majority of the wetting agent to produce a solid, low-density, highly porous bisque. The bisque if preferably partially covered with an impermeable coating, and an aromatic fluid is applied to an exposed surface of the bisque for absorption into the body of the bisque.

C. under an atmosphere containing oxygen. When a tin compound is added to the composition, sheet resistance of the transparent electroconductive film can be adjusted favorably.
