Disclosed are a method and apparatus for allowing a Software Defined Radio (SDR) terminal to perform a vertical handover between different services. The vertical handover method includes: receiving a handover request from an application service which is currently being executed; selecting a new application service which is a handover target from among a plurality of application services, in response to the handover request; installing the new application service in the SDR terminal so that the new application service is executable by the SDR terminal; and performing a handover to the new application service. Accordingly, since handover is performed seamlessly between different services, continuity of service may be ensured.

When it is monitored that the PCI values are changed, IP addresses of neighboring base stations corresponding to the changed PCI values are acquired. Thereafter, it is determined whether it is necessary to perform a new TNL connection setup with respect to other neighboring base stations, based on the changed PCI values and the acquired IP addresses. When it is determined that it is necessary to perform the new TNL connection setup, the TNL connection setup is performed with the acquired IP addresses.

Therefore, the terminal of the stationary user detected in the wireless Internet system is calculated with the stationary probability value, which is applied to the call admission control, thereby minimizing reservation of undesired resources.

The method of reconfiguring software at a software defined radio (SDR) terminal including one or more reconfigurable elements, includes: indentifying program installation time and program startup time with respect to the respective reconfigurable elements, selecting a reconfigurable element from the one or more reconfigurable elements based on the program installation time and the program startup time, and placing a program on the selected reconfigurable element. Accordingly, time for installing a new wireless communication service can be reduced in the SDR mobile communication terminal. Thus, convenience can be provided to a user.
