The virtual LAN switch sets and provides at least one virtual LAN through the network. When the terminal accesses the virtual LAN controller to request to change the configuration of the virtual LAN, the virtual LAN controller assigns authority to change the virtual LAN to the terminal so as to change from the virtual LAN to which the terminal belongs to another virtual LAN.
