Abstract: A method for delivering media to a playback device including outputting first test media to be viewed by a first user. The method further includes receiving a first user input related to a first perception of the first test media by the first user and indicating a first personalized quality of experience of the first user with respect to the first test media. The method further includes generating a first personalized sensitivity profile including one or more viewing characteristics of the first user based on the first user input, and determining, based at least in part on the first personalized sensitivity profile, a first media parameter. The first media parameter is determined in order to increase an efficiency of media delivery to the first playback device over a network while preserving the first personalized quality of experience of the first user.

Abstract: Methods, systems, and bitstream syntax are described for the fusion of latent features in multi-level, end-to-end, neural networks used in image and video compression. The fused architecture may be static or dynamic based on image characteristics (e.g., natural images versus screen content images) or other coding parameters, such as bitrate constrains or rate-distortion optimization. A variety of multi-level fusion architectures are discussed.

Abstract: Methods and systems for canvas size scalability across the same or different bitstream layers of a video coded bitstream are described. Offset parameters for a conformance window, a reference region of interest (ROI) in a reference layer, and a current ROI in a current layer are received. The width and height of a current ROI and a reference ROI are computed based on the offset parameters and they are used to generate a width and height scaling factor to be used by a reference picture resampling unit to generate an output picture based on the current ROI and the reference ROI.

Abstract: A method may include generating a hybrid image associated with a first interpretation corresponding to a first value of a media parameter and a second interpretation corresponding to a second value of the media parameter. The hybrid image may include a first visibility ratio between the first interpretation and the second interpretation. The method may include refining the hybrid image to create a refined hybrid image that includes a second visibility ratio different than the first visibility ratio. The method may include displaying the refined hybrid image, and receiving a user input related to a first perception of the refined hybrid image by a user. The method may include determining, based at least in part on the user input, an optimized value of the media parameter, and providing output media for display to the user to a playback device according to the optimized value of the media parameter.

Abstract: Methods, systems, and bitstream syntax are described for metadata signaling and conversion for film grain encoding and synthesis. Given a bitstream with MPEG film-grain SEI messaging, for each picture, a processor: detects if the film grain model is suitable for film-grain synthesis using the AV1 autoregressive with additive blending noise model, and then: transcodes the MPEG film grain SEI parameters to corresponding AV1 film grain parameters, synthesizes the film grain, and adds it to the decoded video pictures according to the AV1 specification. An example process for translating AV1 parameters to MPEG film-grain SEI messaging is also provided.

Abstract: A quantization parameter signalling mechanism for both SDR and HDR content in video coding is described using two approaches. The first approach is to send the user-defined Qpc table directly in high level syntax. This leads to more flexible and efficient QP control for future codec development and video content coding. The second approach is to signal luma and chroma QPs independently. This approach eliminates the need for Qpc tables and removes the dependency of chroma quantization parameter on luma QP.

Abstract: An input image represented in an input domain is received from an input video signal. Forward reshaping is performed on the input image to generate a forward reshaped image represented in a reshaped image domain. Non-reshaping encoding operations are performed to encode the reshaped image into an encoded video signal. At least one of the non-reshaping encoding operations is implemented with an ML model that has been previously trained with training images in one or more training datasets in a preceding training stage. A recipient device of the encoded video signal is caused to generate a reconstructed image from the forward reshaped image.

Using high-level syntax elements, an encoder may signal to compliant decoders the multi-distribution entropy model using: the number of one or more PDFs being used, an identifier of each PDF being used among a list of available PDFs, the number of PDF parameters in each PDF, and syntax elements indicating which PDF parameters across two or more PDFs being used are being shared.
