Abstract: A wireless device receives from a base station of a first public land mobile network (PLMN) an indication of a failure of a second PLMN including a PLMN identifier of the second PLMN. The wireless device sends to an access and mobility management function, a registration request indicating the failure of the second PLMN. The registration request includes the PLMN identifier of the second PLMN, and one or more of a subscriber concealed identifier and a permanent equipment identifier of the wireless device.

The method may further include sending, by the wireless device to the AMF, a packet data unit (PDU) session establishment request after receiving the parameter for the MPS configuration of the wireless device.

Abstract: A base station central unit receives, from a base station distributed unit, configuration parameters of at least one periodic radio resource for packet transmissions of a wireless device in a radio resource control (RRC) inactive state or RRC idle state. The base station central unit sends, to the base station distributed unit, a wireless device context release message comprising an RRC release message and an indication that the base station distributed unit maintains the at least one periodic radio resource after the wireless device transitions to the RRC idle state or the RRC inactive state. The base station central unit receives, via the base station distributed unit, data from the wireless device while the wireless device is in the RRC inactive state or the RRC idle state.

The SMF receives a second message from the AMF in response to the wireless device being unreachable and determines an extended buffering time according to the second message. The SMF also sends a third message to a user plane function (UPF), where the third message includes the extended buffering time and an indication to buffer downlink data of the wireless device.

The charging policy information comprises: a first charging method; and an information element indicating that a first charging rate is applicable for the PDU session. The SMF determines, based on the charging policy information, a charging control rule for the PDU session. The SMF enforces the charging control rule.
