Abstract: This application relates to a method for reporting UDC information by UE, and a device. Abstract: A communication method includes a terminal device sending M compressed data packets. The M compressed data packets are obtained by compressing M data packets based on a first buffer. The terminal device reestablishes a PDCP layer without resetting the first buffer. The terminal device then sends N compressed data packets. The N compressed data packets are a part or all of the M compressed data packets. When reestablishing the PDCP layer, the terminal device does not reset the first buffer. In this case, if the terminal device needs to retransmit a data packet, the terminal device may retransmit a previously obtained compressed data packet, and does not need to compress the data packet again.

Abstract: A communication method includes measuring a received signal strength indicator (RSSI) and a reference signal received power (RSRP) of a serving cell in which a user equipment is located; calculating a load rate of the serving cell based on the RSSI, the RSRP, and at least one of a quantity of antenna transmit ports of a base station communicating with the user equipment, a probability of synchronization between the serving cell of the user equipment and each of neighboring cells, a probability of asynchronization between the serving cell and the neighboring cells, a ratio of power of a data signal from the base station to power of a pilot signal from the base station, or interference caused by the neighboring cells to the serving cell; and determining, based on the load rate of the serving cell and a cell congestion threshold, whether the serving cell is congested.

Abstract: A communication method includes a first device configuring a plurality of buffers to compress data packets. Each of the plurality of buffers is used to compress one or more data packets for transmission. If a compressed data packet is lost during transmission, a receive end cannot decompress a data packet corresponding to a same buffer as the lost data packet, but the receive end can continue to decompress a data packet that does not correspond to the same buffer as the lost data packet.
