Abstract: Embodiments of this application provide a communication method, apparatus, and system. The method includes: A network device sends first signaling to a terminal device on a downlink primary component carrier, where the first signaling includes configuration information of a secondary cell; the network device sends second signaling to the terminal device; and the network device determines, based on a channel state information CSI report and/or feedback signaling received from the terminal device, that the terminal device successfully activates the secondary cell.
