    Abstract: A packet forwarding method, a device, and a system, where a first provider edge (PE) device separately sends request packets to a second PE device and a third PE device. The second PE device receives the two request packets separately using a primary pseudo wire (PW) and using a secondary PW, the third PE device, and a bypass PW, switches preferential forwarding statuses relative to the primary PW and the bypass PW to a balance state, and then, notifies the first PE device and the third PE device using a response packet. The first PE device switches preferential forwarding statuses relative to the primary PW and the secondary PW to the balance state based on the response packet. The third PE device switches a preferential forwarding status relative to the bypass PW to the balance state based on the response packet.

    Abstract: This application provides a control plane device switching method. When a user plane device in the forwarding-control separation system detects that performance of communication between the user plane device and an active control plane device does not meet a normal communication condition, and performance of communication between the user plane device and a standby control plane device meets the normal communication condition, the user plane device may send a switching request to the standby control plane device. When detecting that a quantity of user plane devices that each send the switching request is greater than or equal to a first quantity threshold, the standby control plane device may indicate each user plane device in the forwarding-control separation system to switch to the standby control plane device, so that the standby control plane device can replace the active control plane device to work, thereby ensuring normal running of a user service.
