The unit (10) includes an enclosure member (70) surrounding a rotor (38) of the torque motor (12) and fluid-tightly isolating the stationary part (18) of the torque motor from a sealed chamber (96) defined within the enclosure member (70) to prevent fluid leakage. Preferably, the chamber (96) in the enclosure member (70) is communicated with a fluid inlet (56) of the valve (14) to counterbalance fluid pressures acting on a rotary flow control member (54) of the valve, thereby eliminating any axial thrust that would otherwise be exerted on the rotary flow control member due to the fluid pressure acting thereon in one direction.

One of the rotor and the stator is made of a permanent magnet. The apparatus has a coil for magnetizing the other one of the rotor and the stator. In a closed loop idle engine speed control system the actual engine speed is compared with a reference idle speed during engine warm-up periods to control the amount of an air flow introduced to the engine through an auxiliary air delivery system so that the difference between the actual and reference engine speeds is reduced. The reference setting of the idle speed is varied as a function of the engine temperature in order to vary the actual engine speed in response to an increase in the engine temperature. The auxiliary air delivery system includes a linear solenoid type electromagnetic valve which comprises a spring-biased valve member normally maintained in a neutral position with respect to the valve seat to allow introduction of a predetermined amount of auxiliary air to the engine and a pair of coils energized respectively with a current representing the difference in engine speed to move the valve member in opposite directions to increase or decrease the auxiliary air supply.

The other end of the rod extends slidably through the second movable core which is connected to a valve member cooperative with a valve seat to control a fluid flow therethrough. A first spring biases the rod and the first movable core away from the valve member, whereas a second spring biases the valve member and the second movable core away from the rod. The changing-over of said position detector switch means determines which operation switch means is subsequently operable.
