The control unit turns on only the first oscillator when the step-up ratio of the charge pump circuit is lager than 1 to thereby perform the control of the step-up action and the time measurement based on the first periodic signal. On the other hand, when the step-up ratio is 1, the control unit turns on only the second oscillator and performs the time measurement based on the second periodic signal.
