A base station apparatus, a mobile radio system, and a transmission power control method that can perform transmission power control having the high interference suppressing effect with a smaller processing delay are provided. The base station apparatus comprises: a measurement part for measuring SIRs of a received signal subjected to interference suppression by an interference suppressing receiving circuit in a former stage in an interference suppressing receiving part of the radio base station apparatus, and of a received signal subjected to interference suppression by an interference suppressing receiving circuit in a later stage; a calculation part for calculating a correction SIR based on the obtained SIRs, and for estimating a transmission power control SIR from a current first stage SIR and a past correction SIR; and a signal generator for generating a transmission power control signal by comparing the transmission power control SIR and a target SIR. Control of transmission power of a mobile station is performed by transmitting this transmission power control signal to the mobile station.

A local routing node includes a unit for passing signaling of communication between a base station and the gateway according to a protocol of the mobile communication system, for extracting and decapsulating bearer data transferred between the base station and the gateway, and for thereby obtaining and transferring user data and a unit for encapsulating and transferring user data. The local routing node extracts bearer data, which is conventionally transferred up to the gateway, and transfers the data to the network.

In the conventional network using the PPP stipulated by RFC1661, the LCP phase to establish an LCP link, the authentication phase, and the NCP phase such as address assignment processing of the NCP are sequentially conducted each time the line connection is performed, and hence the connection takes a certain period of time. Particular, in the case of the mobile communication, there is often performed operation in which connection and disconnection are frequently conducted in a short period of time, and hence when the operation up to the connection takes a long period of time, the usability is deteriorated. Therefore, a need exists for a configuration of an apparatus and a communication method to reduce the connection time. In the configuration, control information such as authentication policy and protocols for use beforehand determined in the communication system are set to each apparatus to conduct communication such that the respective processing phases of the LCP, authentication, and NCP processing phases are executed in parallel according to the values set as above. Also, in the configuration, the communication between the apparatuses is conducted using a combined PPP packet created by combining with each other the respective packets of the LCP, authentication, and NCP packets as the PPP packets to be communicated in the respective phases to thereby perform the PPP connection.

A communication system using PPP in which a plurality of layer 3 protocols are defined has a problem. PDSN cannot judge which of layer 3 protocols is equipped in a terminal, and NCP phase processes corresponding to all layer 3 protocols of the system are executed. This increases the number of PPP packets transmitted/received between the terminal and PDSN, which prolongs a connection time. In the invention, a new procedure of the NCP phase process is established in a communication system, by which the terminal firstly notifies a layer 3 protocol to PDSN and thereafter the NCP phase process is executed. PDSN waits for a notice of the layer 3 protocol from the terminal, selects the corresponding layer 3 protocol from the layer 3 protocols according to the notice, and executes the NCP phase.
