Abstract: A technique of accounting for the difference in required output power reduction or required duty cycle when selecting the RO in addition to the DL RS. Both output power reduction and duty cycle are independently determined by UE itself (i.e., UE needs to be able to determine itself required power backoff and/or duty cycle in order to meet RF exposure requirements). Advantageously, a RACH procedure in which the UE determines both output power reduction and duty cycle independently enables better choices of output power reduction and duty cycle, enhancing data activity and coverage.

Abstract: A method and apparatus for providing multi-beam downlink channel control procedures. The invention allows for power savings at a user device by indicating what states are to be used and/or indicating deactivation of receiver panels. This is accomplished, at least partially, through the use of a transmission configuration indication table based, at least partially, on measurements made by a user device and panel tags indicating the panels used to make those measurements. Determining optimal downlink and uplink beam selection is accomplished with reference to user device measurements and reporting.

Abstract: A method includes determining whether a downlink beam signal is being received from a base station (502); when the downlink beam signal is being received from the base station, determining whether a measurable property of the downlink beam signal does not meet a preselected threshold (504); when the downlink beam signal is not being received from the base station or when the measurable property of the downlink beam signal does not meet the preselected threshold, transmitting a message to the base station indicating that at least one uplink beam corresponding to the downlink beam has failed (506); and receiving a reply message from the base station with information required to determine a new uplink beam (508). An alternative method includes determining whether at least one uplink beam signal is being received from a user equipment (602); determining whether a measurable property of the at least one uplink beam signal does not meet a preselected threshold, when the at least one uplink beam signal is being received from the user equipment (604); and transmitting a message to the user equipment to initiate uplink beam recovery, when at least one uplink beam signal is not being received from the user equipment or when the measurable property of the at least one uplink beam signal does not meet the preselected threshold (606).
