    Abstract: A user equipment (2) has an ability to operate according to one or more spectrum emission requirement capability values (14) in a wireless communications network having at least a first serving cell (4). A message (6) is received at the user equipment (2) from the first serving cell (4) comprising a first indicator representing a first band designation (8), a second indicator representing a spectrum emission requirement value (10), and at least one additional indicator representing at least one additional spectrum emission requirement value (12), both the first and additional indicators relating to the first band designation. The user equipment (2) performs a comparison of the first and additional spectrum emission requirement values (10, 12) with the one or more spectrum emission requirement capability values (14) and determines a behaviour of the user equipment (2) in relation to the first serving cell (4) in dependence on the comparison.

    Abstract: The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method for operating a terminal is provided. The method includes receiving a first radio resource control (RRC) message including information for RRC connection suspension, maintaining a signaling radio bearer (SRB) 0 and suspending a data radio bearer (DRB) and at least one other SRB based on the first RRC message, transmitting, to a base station, a second RRC message for requesting RRC connection resumption through the SRB0, receiving, from the base station, a third RRC message for the RRC connection resumption through an SRB1, and resuming an SRB2 and the DRB based on the third RRC message.

    Abstract: A method and an apparatus for measuring an inter-frequency neighboring cell is provided. The method comprises obtaining a time requirement of cell identification of a specific carrier, obtaining a time requirement of cell measurement of the specific carrier, identifying a new cell on the corresponding specific carrier in the time requirement of the cell identification of the specific carrier, measuring Reference Signal Receiving Power (RSRP) and/or Reference Signal Receiving Quality (RSRQ) of an identified cell in the time requirement of the cell measurement of the specific carrier, and reporting a measurement result of the identified cell according to a configured measurement event, wherein the specific carrier is different from other carriers, and the time requirement of the cell identification of the specific carrier is different from time requirements of the cell identification of other carriers.
