    Abstract: This disclosure relates to video coding and more particularly to techniques for signaling buffering period information for coded video. According to an aspect of an invention, a second syntax element in a buffering period syntax structure is parsed wherein the second syntax element specifies whether coded picture buffer related syntax elements are present for each temporal sublayer in a range of 0 to a value of a first syntax element or whether the coded picture buffer related syntax elements are present for the first syntax element'th temporal sublayer.

    Abstract: A video device to determine picture count information for decoding video pictures is provided. The video device decodes a picture order count (POC) most significant bit (MSB) first flag that indicates whether a POC MSB second flag is present. When the POC MSB second flag is present, the video device decodes the POC MSB second flag indicating whether a POC MSB cycle element is present. When the POC MSB cycle element is present, the video device decodes the POC MSB cycle element that specifies a value of a POC MSB cycle. The value of the POC MSB cycle is used to compute a POC MSB value that is combined with a POC least significant bit (LSB) value to produce a POC value used for decoding a first video picture, and a length of the POC LSB value is based on a maximum POC LSB minus four value.

    Abstract: This disclosure relates to video coding and more particularly to a method of decoding network abstraction layer (NAL) unit information. The method of decoding NAL unit information comprises: receiving a NAL unit header syntax structure having two bytes; and decoding a first 1-bit syntax element, a second 1-bit syntax element and a 6-bit syntax element in the NAL unit header syntax structure, wherein a value of the first 1-bit syntax element is equal to zero, a value of the second 1-bit syntax element is equal to zero, and the 6-bit syntax element specifies an identifier of a layer to which a VCL NAL unit belongs or an identifier of a layer to which a non-VCL NAL unit applies.

    Abstract: A method of decoding video data includes: receiving a buffering period message; parsing a first syntax element in the buffering period message, wherein the first syntax element plus one specifies a maximum number (M) of temporal sublayers for which coded picture buffer removal delay and coded picture buffer removal offset are indicated in the buffering period message; and parsing a second syntax element in the buffering period message, in a case that a value of the first syntax element is greater than a threshold value, wherein the second syntax element specifies whether decoded picture buffer output time offsets are present for temporal sublayer representations.
