A connection section 112 is connected to a client apparatus through a network. A service providing unit provides a service of reception/distribution of a digital broadcast in accordance with a service providing request supplied from the client apparatus. A client information storage section 116 stores therein information associated with the client apparatus connected to the connection section 112. When the service providing request is supplied from a second client apparatus while the service providing unit provides an exclusive service to a first client apparatus, a client information presentation section 110 presents information associated with at least one client apparatus to the other client apparatus. An arbitration section 114 causes at least one of the first client apparatus and the second client apparatus to select whether or not to stop the service for the first client apparatus and to start the provision of the service to the second client apparatus.

A reception unit receives data whose bit rate varies. A signal processing section 118 converts the data received by the reception unit into data of a data format to be transmitted to a client apparatus and stores the data obtained by the conversion into a buffer 120. When data is stored by a given amount into the buffer 120, a transmission section streaming-distributes the data to the client apparatus. A control section 126 additionally stores, when data is not stored by the given amount into the buffer 120 in a given transmission period, dummy data into the buffer 120 until the given amount is reached, and controls the transmission section to transmit the resulting data.

A clock signal generation unit generates a clock signal that is independent of the playback timing signal. A reception timing signal acquisition unit acquires a reception timing signal indicating a receiving time of the program data. An analysis unit analyzes a trend of time-dependent variation in a detected difference between the reception timing signal and the playback timing signal. An adjustment amount generation unit generates an adjustment amount of the clock signal, which causes the difference between the reception timing signal and the playback timing to be constant, by referring to a trend of time-dependent variation analyzed by the analysis unit.
