    Abstract: A method, a device, and a non-transitory storage medium having instructions to store cell reselection parameters; select a first set of at least one of candidate frequency bands or candidate frequencies based on a first parameter of the cell reselection parameters that indicates candidate frequency bands or candidate frequencies from which can be selected for cell reselection; perform inter-frequency measurement; count a number of inter-frequency measurements performed; determine whether a cell reselection criteria has been satisfied based on one or more signal threshold values; select a new cell in response to a determination that the cell reselection criteria has been met; and determine whether to select a second set of at least one of one or more candidate frequency bands or one or more candidate frequencies indicated by the first parameter in response to a determination that the cell reselection criteria has not been met.

    Abstract: An approach and system for readying the device for use over a communication network is described. The system processes label information associated with a device unregistered for use by a user over a communication network of a service provider to determine a pairing identifier assigned by the service provider to a transmitter associated with the device. The system also determines a pairing connection is established between the device and the transmitter based on the pairing identifier. The system also determines the transmission of location information associated with the device, the transmitter, or a combination thereof over the pairing connection, over a high speed communication channel established with the service provider, or a combination thereof. The system further initiates a registration procedure of the device with the communication network based on the location information, registration information associated with the device, the transmitter, the user, or a combination thereof, or a combination thereof.
