Interconnected first and second radio access technology (RAT) systems simultaneously communicate with mobile terminals each capable of operating in both the first and second RAT systems. A given mobile terminal is capable of detecting it is within range of an access point of the second RAT while the terminal is in communication with an access point of the first RAT. It exchanges registration signals (412, 414) with the access point of the second RAT and only then does it provide an identification signal (430) indicative of registration therein to the access point of the first RAT. There it is used in determining whether to handover the terminal to the second RAT. Using this approach, there is no need for a complex measurement reporting system and, as another benefit, mobile terminals without dual-RAT capabilities are relieved of unnecessary radio measurements.

This invention describes a new methodology for a cell reselection by a mobile station (MS) for improving network interconnection and interoperability in a limited mobile access environment. The invention is applicable to any kind of networks and their interconnections. The invention describes how the MS can better recover from failed intersystem cell reselection attempts so that there are fewer subsequent failed attempts using two major improvements. First, the MS takes into consideration during cell reselection evaluation and candidate-cell selection, whether the MS had previously been unsuccessful in reselecting the considered cell. This means treating neighbor cells to which the MS had failed reselection before with a lower priority in subsequent cell reselection evaluations. Second, the MS is allowed to stop monitoring and thus, to stop evaluating cells if it was earlier found that the access to those cells is forbidden.

The user equipment sends on the uplink resource an uplink synchronization signal. From the uplink synchronization signal is determined a timing advance for the user equipment. Various indications are used to indicate to the user equipment that the assignment of uplink resources is for the purpose of sending its synchronization signal, such as expiration of its timing advance timer, a field in the allocation table that assigns the uplink resources, or explicit signaling from the network. Various methods for providing relay node priority are provided. One example method includes generating a relay node access message for initiating an access procedure to establish a connection between a relay node and a donor cell. The relay node access message may be generated in accordance with an access priority scheme. The access priority scheme may be defined such that a higher priority is allocated to the relay node access message than a user device access message for initiating the access procedure to establish a direct connection between the user device and the donor cell. The example method may also include providing for transmission of the relay node access message in accordance with the access priority scheme. The method may determine that a sampling time period has been commenced based upon a measurement sample. During the sampling time period, one or more additional measurement samples are to be obtained. The method may also determine that the additional measurement samples will not be obtained prior to commencement of the sleep period between monitoring periods and, as a result, cause one or more additional measurement samples to be obtained at respective times that would otherwise have been in the sleep period.
