According to the present invention, the pickling weight loss of a hot-rolled steel sheet having a prescribed composition is adjusted to 40 to 100g/m2 as determined after subjecting the hot-rolled steel sheet to annealing at 1000ºC for 30sec in a nitrogen atmosphere and then immersion in a 7% HCl solution at 80ºC for 60sec. Thus, a hot-rolled steel sheet which is for use in producing a non-oriented electrical steel sheet and which exhibits not only excellent magnetic characteristics such as iron loss and magnetic flux density but also excellent recyclability and sheet surface appearance can be obtained.

This method for producing non-oriented electrical steel sheets comprises: hot-rolling a steel slab containing, on a mass basis, not more than 0.005% of C, not more than 8.0% of Si, 0.03 to 3.0% of Mn, not more than 0.2% of P, not more than 0.005% of S, not more than 3.0% of Al, not more than 0.005% of N, not more than 3% of Ni, not more than 5% of Cr, not more than 0.005% of Ti, not more than 0.003% of Nb, not more than 0.005% of As, and not more than 0.005% of O; cold-rolling the steel sheet once or multiple times with intermediate annealing in between, after or without annealing the hot-rolled steel sheet; and finish annealing the steel sheet. The finish annealing process includes a temperature elevating step wherein the average temperature elevation rate from 600ºC to 700ºC is not less than 50ºC/sec. This method allows a high magnetic flux density to be stably provided even when carrying out rapid heating in the finish annealing process for the purpose of providing an improved texture.

A high-strength electromagnetic steel sheet is produced by a series of steps involving heating a slab which comprises a predetermined component composition, subjecting the slab to hot rolling which comprises rough rolling and finish rolling, then subjecting the slab to hot-rolled sheet annealing, acid-cleaning the slab, then cold-rolling the slab once to the final sheet thickness thereof, and finish-annealing the slab, wherein: the cumulative rolling-reduction rate in said rough rolling is 73.0% or greater; in said hot-rolled sheet annealing step, annealing conditions are selected such that, under conditions where the annealing temperature is between 850°C and 1000°C inclusive and the annealing time is between 10 seconds and 10 minutes inclusive, the area percentage of recrystallized grains in a cross section along the steel sheet rolling direction after said hot-rolled sheet annealing becomes 100% and the recrystallized grain size falls between 80 µm and 300 µm inclusive; and in said finish annealing step, annealing conditions are selected such that, under conditions where the annealing temperature is between 670°C and 800°C inclusive and the annealing time is between 2 seconds and 1 minute inclusive, the area percentage of recrystallized grains in a cross section along the steel sheet rolling direction after said finish annealing falls between 30% and 95% inclusive and the length, in the rolling direction, of a group of connected non-recrystallized grains becomes 2.5 mm or shorter.
