The said materials comprise a phosphor consisting of a MS · b M 3 (PO 4 ) 2 · c MSiO 2 · d MO · f Al 2 O 3 · x RO · y TR 2 O 3 · z MnO, where the M is Ca, Mg, Ba, Sr, Zn or combinations thereof; The R is Eu, Sm, Yb, Pr and Nd or combinations thereof;the TR is La, Y, Nd, Dy, Er, Tu,Ce, Ho or combinations thereof; and, a, b, c , d, f, x, y , z is the number of mol. The said phosphorescent material has superior water resistance and temperature resistance.

A phosphor (5) comprises fluorescent particles (11), a coating film (12) for coating the particles (11), and an insulation film (13) for further coating the coating film (12). The fluorescent particles (11) are formed by pulverizing a composite consisting of a fluorescent compound such as zinc sulfide (ZnS) and an auxiliary component such as Manganese (Mn) added thereto. The coating film (12) consists of e.g. Copper (Cu) and has a thickness of e.g. 2-20 nm to enhance the conductivity of electrons in the particles (11). The insulation film (13) consists of e.g. a high-permittivity organic polymer and has a thickness of e.g. 100 nm to increase the permittivity of the phosphor (5) surface.
