A transparent conductive substrate for solar batteries is disclosed which has high haze values that vary only a little over the whole substrate and is excellent in light transmittance. The transparent conductive substrate for solar batteries is characterized in that a TiO2 layer, an SiO2 layer and an SnO2 layer are sequentially formed on a substrate in this order, in that the SnO2 layer has a thickness of 0.5-0.9 μm, and in that the C light source haze value thereof is 20-60%.
