In a semi-organic insulation coating comprising an inorganic component and an organic resin, a Zr compound and an Si compound containing a plate-like silica as an inorganic component are included in a ratio in a dry coating of 20 to 70 mass% of Zr compound (converted to ZrO 2 ) and 10 to 50 mass% of Si compound containing plate-like silica (converted to SiO 2 ), and the remainder is substantially an organic resin, whereby there can be provided a magnetic steel sheet with a semi-organic insulation coating having no deterioration of corrosion resistance and water resistance without containing a chromium compound and being excellent in the powdering resistance, scratch resistance, sticking resistance, TIG weldability and punchability but also the coating appearance.

The insulating coating contains Si and Fe. The coating weight of Si in the insulating coating in terms of SiO 2 is 50% to 99% of the total coating weight. The ratio (Fe/Si) of the content of Fe to the content of Si in the insulating coating ranges from 0.01 to 0.6 on a molar basis. The insulating coating preferably contains an organic resin and/or a lubricant. In the insulating coating, the ratio (C (the organic resin + the lubricant)/(Fe 2 O 3 + SiO 2 )) of the coating weight of the organic resin and/or the lubricant in terms of C to the sum of the coating weight of Fe in terms of Fe 2 O 3 and the coating weight of Si in terms of SiO 2 preferably ranges from 0.05 to 0.8.

This cold-rolled steel sheet contains, by mass, 0.010% to 0.040% carbon, 0.02% or less silicon, 1.0% to 2.5% manganese, 0.02% or less phosphorus, 0.015% or less sulfur, 0.004% or less nitrogen, and 0.020% to 0.070% aluminum, the balance being iron and incidental impurities. The steel sheet has a microstructure including a ferrite phase and a second phase. The volume percentage of the second phase is 0.2% to less than 10%. The steel sheet has an AI of 50 MPa or less, -0.20 ≤ Δr ≤ 0.20, and a thickness of 0.5 mm.

In a production of a non-oriented electrical steel sheet by hot-rolling a steel slab containing Si: 2.8 to 6.5 mass% and Zn: 0.0005 to 0.0050 mass% followed by cold rolling and finish annealing, a coating agent containing at least one element selected from Sn, Sb, P, S, Se, As, Te, B, Pb, and Bi is applied to the steel sheet surface after the finish annealing to form an insulation coating with a nitriding-suppressing ability. Alternatively, an intermediate layer containing at least one element selected from Sn, Sb, P, S, Se, As, Te, B, Pb, and Bi and having a nitriding-suppressing ability is formed on the steel sheet iron matrix after the finish annealing and form an insulation coating not containing above elements is formed on the intermediate layer thus to obtain a non-oriented electrical steel sheet from which a rotor core with high strength and stator core with excellent magnetic properties after the stress-relief annealing can be obtained at the same time, and a motor core comprising a stator core and rotor coreis produced from the steel sheet.
