The control device (40) includes an anode gas supply control unit (55) which controls the supply of an anode gas to the fuel cell. The anode gas supply control unit (55) includes an anode upper/lower limit pressure setting unit (61) which sets an anode upper limit pressure and an anode lower limit pressure, an anode pressure increase rate setting unit (62) which sets an anode pressure increase rate based on at least the temperature of the fuel cell detected by the temperature detector, and an anode gas pressure increase/decrease control unit (63) which repeats pressure increase and pressure decrease, the pressure increase being conducted by supplying the anode gas to the anode upper limit pressure at the anode pressure increase rate, the pressure decrease being conducted by restricting the supply of the anode gas to the anode lower limit pressure. When the temperature of the fuel cell detected by the temperature detector is lower than a predetermined temperature, the anode pressure increase rate setting unit (62) sets the anode pressure increase rate at a slower rate than when the temperature of the fuel cell is equal to or higher than the predetermined temperature.
