PROBLEM TO BE SOLVED: To provide a coated steel sheet which exhibits an excellent brightness and a superior hiding power to the colors and flaws of the base materials, even when the total coating thickness of the undercoat and the finish coat is not more than 10 μm, its processed articles and the panels for flat screen televisions. SOLUTION: The coated steel sheet is obtained by consecutively forming zinc-base plated layers and chromium-free chemical conversion coatings on both the sides of steel sheet 2, pigment-containing undercoat film 3 on one side of steel sheet 2, and applying a top pigment-containing finish coating film 4 of an organic resin film containing brightener 5, on the undercoat film 3. PROBLEM TO BE SOLVED: To provide a coating film-forming method which forms a light-color coating film which causes no turning with the passage of time by solar light (heat) and maintains a clear color tone on a polyolefin base material, and also provide coated products. SOLUTION: This is a 3-coating one-baking type coating film-forming method. In the method, a primer paint is applied on the surface of a polyolefin base material and dried to gain a coating film, and a white base paint, which contains titanium oxide, is applied on the coating film, and then a light-color mica base coating paint is applied by wet-on-wet on the coating film. Then, on this coating film, a clear paint is applied wet-on-wet, and then the coating film concerned is hardened by heating. In this case, the primer paint, the white base coating paint and the mica base coating paint each contain a biphenyl phosphate compound represented by formula (1) at a rate of 0.2-5.0 pts.mass to the resin solid content of 100 pts.mass. SOLUTION: Diffractive pigment flakes are selectively aligned, and an image is formed.
