The electrode is disposed in the housing, and ionizes perfluorocompound gas by introduction of dielectric energy and generates plasma. SOLUTION: This system is constituted by a first power unit 10 equipped with a drive shaft 21; an output shaft 40 rotated by drives of the drive shaft 21, connected with a gear or a differential velocity device and thereby outputting power; a belt transmission mechanism 30 connected between the drive shaft 21 and the output shaft 40 and transmitting the power of the drive shaft 21 to the output shaft 40; and a clutch 60 mounted on the drive shaft 21 or the output shaft 40 so as to control movements whether the power of the first drive unit 10 is transmitted to the output shaft 40 or not. The system is further provided with an electric motor 50 connected to the output shaft 40. The electric motor 50 generates the power by a power source of a secondary battery and rotates the output shaft 40, or interlocks with the output shaft 40 and thereby works as a generator so as to operate or race.
