SOLUTION: The method and the apparatus (10) for drying the substrate (16) uses a condensing surface (22) located near the substrate on the side of the substrate being dried. The liquid from the substrate is evaporated and then condensed on the condensing surface (22). The condensed liquid is moved thereon using at least capillary force. The coated substrate is subjected to a magnetic field between the condensing surface and the coated substrate created in advance at a location outside a space between the condensing surface and the coated substrate to orient magnetic particles on the coated substrate.

SOLUTION: A loop engaging means 442 engaging with projecting hook stems 446 is arranged on the support member 412 side of a backup pad, and a plurality of hook stems 446 engageably and disengageably engaging with this loop engaging means 442 are arranged on the abrasive 444 side. Respective loops for constituting the loop engaging means 442 are composed of one or two or more filaments. Tensile strength of the respective filaments is set larger than 60 g, and the loop height is set to 0.25 to 6.25 mm.
