PROBLEM TO BE SOLVED: To prevent abnormal reduction in power supply voltage or an overload of a transformer caused by charging an electric vehicle such as an electric automobile.SOLUTION: A network type charge system includes a plurality of charge facilities 6, and supplies power for charging a battery 8b in an electric automobile 8 connected to each charge facility 6. Each charge facility 6 comprises: a power feeder device 6M having a function of selecting either of permission and inhibition for electric conduction in supplying the electric automobile 8 with power supply voltage received through a distribution line connected to the secondary side of an immediately upper transformer; a PLC modem 7 which is installed accompanying the power feeder device 6M, and acquires information on use situations of all of the charge facilities 6 including the charge facility 6 itself by configuring a power line communication network using the distribution line; and a control device 64 for controlling the power feeder device 6M on the basis of the information acquired by the PLC modem 7.

PROBLEM TO BE SOLVED: To provide a power-line communication device and a power-line communication system that each has both a communication function and a transmission line characteristic evaluating function and can gather transmission line characteristics in system operation by using a time wherein communication is not carried out. SOLUTION: The communication device includes a data transmission control unit 2 which transmits a signal for evaluation when there are neither transmission nor reception data within a certain period, a time measuring unit 7 which measures the time for which data are neither transmitted nor received, a data reception processing unit 10 which judges which received data are for a packet for data or for evaluation, a transmission line characteristic storage unit 9 wherein obtained transmission line characteristics are recorded in time series, and a transmission line characteristic information display unit 11 for displaying noise characteristics and attenuation characteristics of the latest power-line communication all the times. PROBLEM TO BE SOLVED: To provide a power management device, an electronic apparatus, and an electronic apparatus registration method which can temporarily register an electronic apparatus of which power is managed by the power management device with another power management device.SOLUTION: A power management device comprises: a management target apparatus registration unit which authenticates an electronic apparatus connected to a power network, and registers the authenticated apparatus as a management target apparatus; and a control unit which controls operation of the management target apparatus and power supply to the management target apparatus. When an electronic apparatus registered with another power management device is connected to the power network, the management target apparatus registration unit acquires from the electronic apparatus a digital signature imparted to identification information unique to the electronic apparatus by the other power management device and identification information unique to the other power management device. When verification of the digital signature imparted by the other power management device is successful, the management target apparatus registration unit registers with the power management device the electronic apparatus that is already registered with the other power management device.
