A communications method and a communications apparatus and system are provided, and are applied to smart home systems. The method includes: a home device sends operation information to a server, where the operation information is used to indicate an operation performed by a user on the home device; and after receiving the operation information from the home device, the server determines a target account, where the target account is one of accounts associated with the home device, and sends a notification message to a target terminal device, where the notification message includes status information used to indicate a status of the home device, the status information is related to the operation information, and the target terminal device is a terminal device on which the target account is logged in.

In a service offloading method and a base station that are provided in the present invention, a base station is used to determine an offloading decision according to the preset (ANDSF) policy, the load information of the access point (AP), the service type information of the user equipment (UE), and load information, which is recorded in the base station, of a 3GPP network, and deliver the offloading decision to the UE, so that the UE offloads the service to the 3GPP network or a wide local area network (WLAN) according to the offloading decision. With the offloading method, an optimal network for offloading can be selected according to load information of all networks for a service performed on UE, occurrence of phenomena of network load imbalance can be reduced, and service experience of a user is improved.

Embodiments of the present invention provide a mobility management method, device, and system, which relate to the field of communications technologies. The method includes: receiving an initial user equipment UE access message; acquiring a type of UE according to the initial UE access message; selecting, according to the type, a first mobility management node that can provide a service for the UE of the type; and instructing the first mobility management node to provide a service for the UE. In the present invention, because a mobility management node provides a service by differentiating a type of user equipment, a mobility management node that can support a type of UE is selected to provide a service for the UE, which not only simplifies an operation procedure of the mobility management node and improves service efficiency, but also helps the mobility management node better manage and maintain the UE.

The present invention discloses a network handover method. After receiving a request message that requests circuit switched fallback (CSFB) and that is initiated by a UE located in an LTE network, an MME requests an MSC to hand over the UE from the LTE network to a CS domain of the 2G or 3G network; and after receiving a radio access bearer (RAB) sent by the MSC, the MME sends the RAB to the eNB, so that the RAB is sent by an eNB to the UE, where the RAB is a RAB whose domain identifier is a packet switched (PS) domain, or the RAB is a PS RAB. Therefore, the UE can be handed over to a PS domain of the 2G or 3G network in a manner of being handed over from the LTE network to the CS domain of the 2G or 3G network.

The present invention provides a method, device, and system for processing reverse single radio voice call continuity. The method includes, before handing over a voice service from a CS domain network to a PS domain network, preconfiguring, in the PS domain network by a UE, information about resources needed for the voice service handover; and in the process of handing over, by the UE, the voice service from the CS domain network to the PS domain network, establishing a forwarding channel between a first network element of the PS domain and a second network element of the CS domain by using the preconfigured information about resources, where the forwarding channel is configured to forward voice service data between the UE and a peer UE after the UE accesses the PS domain network.

A method, device and system for implementing optimized inter-RAT handover are disclosed. In the method, a user equipment or a source network decides to prepare for a handover to a target network. A corresponding target network ID is obtained from a configured mapping between cell IDs and target IDs according to a received cell ID. Target network bearers are set up after determining an access node of the target network. The user equipment is connected to the target network after handover preparation is complete.

The present invention discloses a network handover method, where after UE in an LTE network requests circuit switched fallback CSFB, an MME instructs an eNB to move the UE from the LTE network to a 2G or 3G network, and requests an MSC to hand over the UE from the LTE network to a CS domain of the 2G or 3G network for the CSFB, so that the 2G or 3G network allocates a CS domain resource to the UE. After handing over to the CS domain, the UE may perform a CS domain call. By using embodiments of the present invention, an access delay is reduced when the UE accesses the CS domain of the 2G or 3G network, duration of an entire voice call is shortened, and user experience is improved.

Embodiments of the present invention provide a method, apparatus, and system for a handover to a circuit switched domain. The method includes: selecting an MSC capable of both CSFB and SRVCC for a UE; and selecting, if a location service of a CS domain triggers an SRVCC procedure for the UE when the UE has a VOIP service in progress, the MSC capable of both CSFB and SRVCC in the SRVCC procedure, so that the UE, after being handed over to the CS domain, accesses the MSC and implements the location service of the CS domain. The apparatus includes: a first selecting module and a second selecting module. The system includes a UE and the apparatus. The embodiments of the present invention enable the UE with the VOIP service in progress to be correctly handed over to the CS domain and implement the location service.

A method for a user equipment (UE) to access an evolved packet core (EPC) network includes: receiving, by an EPC access gateway connecting a wireless local area network (WLAN) to an EPC, a Dynamic Host Configuration Protocol (DHCP) request from the UE; and obtaining, by the EPC access gateway, subscription data of the UE according to a media access control MAC address of the UE in the DHCP request, and performing EPC access processing for the UE according to the obtained subscription data, where the obtaining subscription data of the UE according to a MAC address of the UE includes: obtaining the subscription data of the UE according to (a) the MAC address of the UE and (b) a matching MAC address of the UE the subscription data of the UE that are correspondingly stored by a network device in an access authentication process.

A method and an apparatus for displaying a network name are provided. By using a combined attach procedure or a combined tracking area update procedure, a user equipment UE registers with a long term evolution network and a first circuit switched domain network, and acquires a public land mobile network identity PLMN ID of the long term evolution network and a PLMN ID of the circuit switched domain network. The UE displays a first network name corresponding to a predetermined PLMN ID before a to-be-displayed second network name sent by a first network device on the long term evolution network is received. The predetermined PLMN ID is one of the PLMN ID of the long term evolution network and the PLMN ID of the circuit switched domain network.
