    Abstract: Estimating means estimates first characteristic information pertaining to persons present within an area for which an estimation is made, based on first information obtained by tallying signals transmitted from terminal devices of users in the area for which the estimation is made and second information which is statistical information of the area for which the estimation is made. Based on the second characteristic information generated by an analyzing apparatus that analyzes an image, verifying means verifies the first characteristic information estimated by the estimating means.
