A job history acquisition unit (11) acquires job history information indicating a job history of a user. A similarity degree calculation unit (12) calculates a similarity degree between the job history information and each of a plurality of pieces of job offer information. A job offer information extraction unit (13) extracts the job offer information of which the similarity degree is equal to or more than a predetermined criterion. A proper job level calculation unit (14) calculates a proper job level of the user by use of the extracted job offer information. A proper job level display unit (15) performs processing for displaying the calculated proper job level.
