Abstract: Embodiments of the present application provide a method for a handover without a default bearer. A first network device sends a relocation request to a second network device. The second network device establishes a connection to a third network device indicated by the relocation request, and sends a response to the first network device and indicates that data is to be sent by using a signaling plane. Then the first network device instructs a source network device to forward the data to a target network device according to a forwarding mode indicated by a handover command. Alternatively, after the second network device establishes the connection to the third network device indicated by the relocation request, the third network device caches data, and after a handover of user equipment is completed, the third network device sends the cached data to the second network device.

Abstract: Embodiments of the present invention provide a data transmission method, device, and system. A terminal device determines whether a data volume of uplink data to be sent is less than a preset data volume threshold. If the data volume of the uplink data to be sent is less than the preset data volume threshold, the terminal device establishes an RRC connection to a base station and sends an RRC connection completion message that carries the uplink data to the base station, so that the base station sends the uplink data to an MME by using a signaling message between the base station and the MME. The MME further sends the uplink data to a corresponding application server by using a signaling message between the MME and a P-CSCF.

Abstract: A data transmission method provided in embodiments of the present application includes: determining, by a mobility management entity MME, that user equipment UE changes from an unreachable state to a reachable state; sending, by the MME, a request message to a serving gateway SGW; receiving, by the MME, downlink data sent by the SGW; and sending, by the MME, the downlink data to the UE. In this way, when the UE changes to a reachable state for downlink data, the MME requests the SGW to send the downlink data, and the MME then sends the downlink data to the UE, thereby avoiding loss of the downlink data caused by delivery of the downlink data to the UE that is in an unreachable state, and improving real-time accuracy of transmission.
