A communication method of a base station, the method comprising: establishing at least one bearer with a terminal; receiving a downlink packet being transmitted to the terminal; determining a bearer mapped to quality of service (QoS) information of the downlink packet; and transmitting, to the terminal, the downlink packet through the determined bearer.

Disclosed is an operating method of a terminal, comprising the steps of: receiving, from a base station, a radio resource control (RRC) message including information for indicating whether to use uplink data compression (UDC); receiving data from an upper application layer of the terminal; compressing the data and encoding the compressed data; generating an uplink data compression (UDC) header and a service data adaption protocol (SDAP) header together; generating a block to which the UDC header and the SDAP header are bonded in the encoded data; and transmitting the block to a lower layer of the terminal.

The present invention provides a method by which a terminal re-establishes a PDCP in a wireless communication system, the method comprising the steps of: receiving a message including PDCP re-establishment information on a DRB from a base station in which an RRC connection is set up; checking whether the PDCP re-establishment information includes configuration information of an SDAP layer; and determining whether to perform a PDCP re-establishment procedure for changing the DRB operating as a PDCP of a first system into a PDCP of a second system on the basis of the checking result.
