An access control method and apparatus are provided. The method includes: generating, by a network device, an access control message that includes an access control parameter, where the access control message is used to instruct user equipment to determine, according to the access control parameter after receiving the access control message, whether to initiate access, and the access control parameter includes an access control parameter based on a traffic class or an access control parameter based on an access class; and sending, by the network device, the access control message to the UE. The technical solutions of the present invention may reduce a signaling burden on a network and may enable the network device to provide more precise and flexible control of the UE.

This application provides a communication method, a terminal, and an access network device. The method includes: sending, by a terminal in an RRC inactive state, first information to a first access network device, where the first information is used to indicate that the terminal is located in a wireless network area in which the terminal is in the RRC inactive state, and the first access network device is an access network device to which a cell in which the terminal is currently located belongs; receiving, by the terminal, a first message sent by the first access network device; and remaining, by the terminal, in the RRC inactive state based on the first message, or entering an idle state from the RRC inactive state based on the first message. According to the technical solutions of this application, performance of a communications system can be improved.

A resource allocation method and a base station which includes: acquiring, by the base station, channel state information (CSI) of a current scheduling timeslot; obtaining a compensation factor according to the CSI and a preset packet error ratio, where the compensation factor is a value corresponding to the preset packet error ratio in an inverse cumulative distribution function of a non-central chi-square random variable and a non-central parameter; replacing the CSI with the compensation factor, and determining a functional relationship between rate and power of sending data by the base station if a packet error ratio of the base station is less than or equal to the preset packet error ratio; and determining, according to the functional relationship and a generalized dynamic back pressure algorithm, the rate and total power of sending data by the base station, so as to minimize the total power of the base station.

The access control method includes: receiving, by a terminal from an access network device, a message that is used to reject or release a service originated or performed by the terminal, where the message includes domain wait time information or service type wait time information, where the domain wait time information is used to indicate a wait time specific to a domain of the service, or the service type wait time information is used to indicate a wait time specific to a service type of the service; and refraining, by the terminal, from originating the service in a time indicated by the domain wait time information or the service type wait time information.

The present invention provides a method and a base station for managing capacity of a wireless communication network, which relates to the field of wireless communications and is capable of saving energy while adjusting capacity of a wireless communication network of a base station. The present invention includes: checking total traffic of all overlay networks belonging to the base station; if the checked total traffic keeps being lesser than a preset load threshold, searching for and determining a first overlay network; maintaining normal work of a power amplifier of at least one antenna in each group of antennas in the first overlay network and turning off power amplifiers of one or more other antennas; and connecting the one or more other antennas to the power amplifiers maintaining normal work in the groups in which the one or more other antennas are located.

A paging collision processing method and a related apparatus are provided. The method includes: upon detecting that a paging occasion in a first camped cell collides with a paging occasion in a second camped cell, a terminal device determines a first paging parameter, and sends a first paging parameter to a first network device corresponding to the first camped cell. The terminal device receives a second paging parameter from the first network device, determines a second paging occasion of a first identity module card in the first camped cell based on the received second paging parameter, and monitors a paging message in the first camped cell on the second paging occasion, which does not overlap a third paging occasion of a second identity module card in the second camped cell in terms of time, thereby avoiding a paging collision that occurs when the terminal device monitors the paging message.
