A method and an apparatus for efficiently transmitting or reporting a Power Headroom Report (PHR) of a User Equipment (UE) are provided. The method of transmitting the PHR of the UE in a mobile communication system includes configuring an extended PHR including an indicator corresponding to a variation factor of a maximum transmission power of the UE, and transmitting the extended PHR from the UE to a Base Station (BS). The BS may be notified of a maximum transmission power of the UE and a variation factor corresponding to the maximum transmission power in order to enable efficient scheduling.
Abstract:
A method for activating/deactivating secondary carriers of a User Equipment (UE) in a mobile communication system supporting carrier aggregation is provided. The method comprises, receiving a control message including an activation/deactivation Control Element (CE) in a first sub-frame from a Base station, identifying an activation command or a deactivation command of at least one secondary carrier based on the control message, determining whether a current sub-frame is a second sub-frame or not, performing at least one first operation for the at least one secondary carrier in a second sub-frame, and performing, when the activation/deactivation CE indicates deactivation of the at least one secondary carrier, at least one second operation for the at least one secondary carrier no later than the second sub-frame.

An MBMS service reception method and an apparatus are provided for facilitating reception of Multimedia Broadcast/Multicast Service (MBMS) provided in the Long Term Evolution (LTE) system. The method for receiving MBMS in a radio communication system includes receiving User Service Description (USD) information including time information of the MBMS in a connected mode, determining whether a session of the MBMS has started based on the time information, and receiving, when the MBMS session has started, MBMS data of the MBMS session. The MBMS service reception method and apparatus of the present invention facilitates receiving the MBMS service.

The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A method for operating a terminal is provided. The method includes receiving a first radio resource control (RRC) message including information for RRC connection suspension, maintaining a signaling radio bearer (SRB) 0 and suspending a data radio bearer (DRB) and at least one other SRB based on the first RRC message, transmitting, to a base station, a second RRC message for requesting RRC connection resumption through the SRB0, receiving, from the base station, a third RRC message for the RRC connection resumption through an SRB1, and resuming an SRB2 and the DRB based on the third RRC message.

A device and method for handling HARQ feedback in a mobile communication system are disclosed. The HARQ feedback handling method includes: analyzing a control message from a base station to recognize presence of HARQ feedback relationships between downlink carriers and uplink carriers; determining an uplink carrier (a downlink carrier) to support HARQ feedback in response to downlink traffic (uplink traffic) sent through a downlink carrier (an uplink carrier); and sending (receiving) HARQ feedback through the determined uplink carrier (downlink carrier).

A random access method and an apparatus of a terminal for performing random access procedure to multiple base stations in parallel in a Long Term Evolution (LTE) system supporting dual connectivity are provided. The method includes determining whether a first preamble transmission to a first cell of a first base station is overlapped with a second preamble transmission to a second cell of a second base station in a time domain, determining, when the first preamble transmission is overlapped with the second preamble transmission in the time domain, whether a sum of transmit powers calculated for the first and second preamble transmissions is greater than a maximum allowed transmit power of the terminal, and controlling, when the sum of the first and second preamble transmit powers is greater than the maximum allowed transmit power, the transmit power calculated for the second preamble transmission.
