In one aspect the invention is a toe valve activated by fluid pressure that opens ports after a predetermined time interval to allow fluid to pass from a well casing to a formation. The controlled time delay enables casing integrity testing before fluid is passed through the ports. This time delay also allows multiple valves to be used in the same well casing and provide a focused jetting action to better penetrate a concrete casing lining.

At least one of the sealed fluid ports may subsequently be opened and a treating fluid is delivered through the tubular string and into the annulus via the at least one opened fluid port to treat the subterranean region.

A logging tool string is lowered through a drill string and landed in a bottom hole assembly (“BHA”) positioned at the end of the drill string. Drilling fluid is pumped behind the logging tool to assist with downward movement of the tool. As the logging tool string lands in the bottom hole assembly, fluid flowing downward through the BHA below the logging tool string is blocked by the landed logging tool string. The BHA includes a circulation sub positioned above a landing sub. The circulation sub has at least one port through a wall of the circulation sub which allows fluid flow out of the BHA and into the annulus between the wellbore wall and the BHA when the downward flow is blocked.
