    Abstract: The present disclosure relates to system information transmission methods and apparatus. One example method includes receiving, by a first network node, at least one type of system information (SI) from a second network node, where the at least one type of SI includes first SI, receiving, by the first network node, a request message from a terminal device, where the request message is used to request the first SI, and sending, by the first network node, the first SI to the terminal device based on the request message and the at least one type of SI.

    Abstract: Example methods for processing a system message and network devices are described herein. One example method includes obtaining, by a user terminal, indication information, wherein the indication information indicates that a system message of a cell cluster has changed or whether a system message of a cell cluster has changed, wherein the cell cluster comprises a set of at least one cell. The user terminal can then determine whether currently used information about the cell cluster needs to be updated. In some instances, obtaining the indication information comprises obtaining a system information update message. In those instances, determining whether currently used information about the cell cluster needs to be updated can include updating the currently used information about the cell cluster or updating a system message of a cell in the currently used cell cluster based on the indication information in the system information update message.

    Abstract: A method includes: sending, by a first network device, a first configuration message to a terminal device, where the first configuration message is used to instruct the terminal device to configure a second ciphering/deciphering function associated with a second network device and share a first data packet numbering/reordering function, and the terminal device is configured with the first data packet numbering/reordering function and a first ciphering/deciphering function associated with the first network device; and receiving, by the first network device, a first configuration complete message sent by the terminal device. In this embodiment, the first configuration message is used so that the terminal device may configure the function associated with the second network device. Therefore, during handover, the terminal device may simultaneously perform data transmission with the second network device and the first network device, to reduce or avoid a service interruption time caused by handover.

    Abstract: Embodiments of the present invention provide a method for random access in an idle state and a device. The method includes: sending, by user equipment (UE), a random access preamble to a evolved NodeB (eNB), and receiving a random access response message that is sent by the eNB according to the random access preamble; sending, by the UE, a first message to the eNB according to first uplink grant information; and receiving, by the UE, second uplink grant information sent by the eNB, and sending to-be-sent data to the eNB according to the second uplink grant information. According to the method for random access in an idle state and the device provided in the embodiments of the present invention, accuracy of uplink resource allocation is improved during random access of UE in an idle state.

    Abstract: Embodiments of the present disclosure provide a multicast service transmission method, including: a terminal receives from a first cell, configuration information corresponding to an MBMS, where the configuration information corresponding to the MBMS includes: a cell identity of at least one second cell; the terminal obtains configuration information of the second cell based on the cell identity of the second cell; and receives from the second cell, an MTCH based on the configuration information of the second cell. This resolves a problem that the terminal can receive in one cell, an MCCH and the MTCH corresponding to the MBMS, and achieves an effect that the terminal device can receive, from the first cell and the at least one second cell, a same multicast service by using a carrier aggregation technology.

The measurement method includes: measuring, by a terminal device, signal quality of a plurality of beams, where the signal quality of the plurality of beams is obtained by using synchronization signal blocks; the signal quality of the plurality of beams includes signal quality of a same beam at different moments, and the plurality of beams belong to one cell; and obtaining, by the terminal device, signal quality of the cell based on the signal quality of the plurality of beams. In this way, cell measurement based on a synchronization signal is implemented, and the signal quality of the cell obtained based on the signal quality of the plurality of beams at the different moments is more accurate.

    Abstract: A communication device receives a parallel hybrid automatic repeat request (HARQ) communication instruction, where the parallel HARQ communication instruction is used to instruct the communication device to send or receive data in a parallel HARQ manner, where the sending data in a parallel HARQ manner by the communication device is sending, by the communication device, at least one data packet with same content within a transmission time interval; and the receiving data in a parallel HARQ manner by the communication device is receiving at least one data packet with same content within a transmission time interval, and performing combined decoding on the received at least one data packet with same content; and the communication device sends or receives the data in the parallel HARQ manner according to the parallel HARQ communication instruction. According to the present invention, a delay of data transmission can be reduced.

    Abstract: A method includes when a triggering instruction for triggering a periodic (buffer status report) BSR is received, obtaining a priority of a logical channel to which uplink data that is being sent belongs, and obtaining a priority of a logical channel to which the periodic BSR belongs, determining whether a priority of the uplink data is higher than a priority of the periodic BSR, and sending the uplink data to a base station at a priority higher than the priority of the periodic BSR when the priority of the uplink data is higher than the priority of the periodic BSR, or sending the periodic BSR to a base station at a priority higher than the priority of the uplink data when the priority of the uplink data is lower than the priority of the periodic BSR.
