A method, a terminal, and a base station for asynchronous uplink transmission are provided, to reduce an uplink data transmission latency and signaling overheads when a terminal and a base station are in out-of-synchronization state. The method includes: obtaining asynchronous transmission parameter information that is the same as that of a base station, where asynchronous transmission parameter information includes physical resource information, modulation and coding scheme information, and physical resource frame format information, and the physical resource frame format information includes length information of a physical resource frame; determining a length of an asynchronous transmission frame according to the physical resource frame format information; and sending first uplink information to the base station according to the asynchronous transmission parameter information by using the asynchronous transmission frame.

A communications method and device for multi-carrier aggregation, where the method includes: grouping by a base station, N serving cells into K cell groups, where N is an integer greater than zero, and K is an integer less than N, sending, by the base station, a cell grouping message to user equipment (UE), where the cell grouping message indicates that the N serving cells are grouped into the K cell groups, and communicating, by the base station, with the UE according to the K cell groups. Hence, signaling overheads can be reduced.

A measurement method and a device are provided. The method includes: instructing, by a network device, user equipment to perform measurement by using an enhanced measurement manner; and receiving, by the network device, a measurement result reported by the user equipment, where the enhanced measurement manner comprises performing measurement on a pre-specified measurement resource, or performing measurement on measurement resources corresponding to at least two sets that are configured by the network device for the user equipment.

Embodiments of the present invention provide a paging method, apparatus, and system, so as to implement paging of UE in an area with relatively poor signal coverage. UE includes: a receiving unit, configured to receive a broadcast message sent by a base station; and a determining unit, configured to determine whether the UE is first UE where the determining unit is further configured to: in a case in which it is determined that the UE is the first UE, determine a start PF and a start PO according to the first radio frame parameter; the determining unit is further configured to determine a first subframe set according to the start PF and the start PO; and the receiving unit is further configured to receive, according to the start PF, the start PO, and the first subframe set, a paging message sent by the base station.

The present invention discloses a method and a device for resource configuration, the method includes: at first a base station broadcasts public resource configuration to a user equipment on a broadcast channel, and then the base station obtains an available public resource after receiving public resource requesting information sent by a target user equipment in a desynchronization state, the target user equipment is a user equipment of the user equipments which is in a desynchronization state; finally the base station sends an index number of the available public resource to the target user equipment, so that the target user equipment performs data transmission through the available public resource corresponding to the index number of the available public resource. The present invention can be applied to the field of communication system.

A data transmission method and an apparatus are provided. The method includes: determining, by a base station, a time-domain interval of available time-frequency resources in an unlicensed spectrum, where the available time-frequency resources are continuous time-frequency resources in a time domain; sending, by the base station, a preamble signal in a first subframe in the interval, where the first subframe is an initial subframe in the interval; and sending, by the base station, downlink control information and data after sending the preamble signal, where the data is in the first subframe, the downlink control information includes scheduling indication information, and the scheduling indication information is used to indicate a frequency-domain location of the data. According to the present invention, spectrum utilization can be improved.

A method for transmitting a message, a UE and a network side device are disclosed. The method includes: receiving, by a network side device, a message reported by a first user equipment UE, where the first UE is a UE in a preset UE group; identifying the message, reported by the first UE, as an emergency message when the message carries a message identifier of the emergency message; and delivering the emergency message to another UE except the first UE in the preset UE group. After identifying a reported emergency message, a network side may immediately deliver the emergency message to each UE. Because the emergency message does not need to be uploaded to a CN and a server of a management center through the network side for delivering, a transmission delay of the emergency message is reduced, which improves a speed that the UE obtains the emergency message.

The data transmission method is applied to the terminal device and includes: setting the terminal device to be in a first non-activated state or a second non-activated state, where in the first non-activated state, the terminal device does not listen to a paging message, and in the second non-activated state, the terminal device listens to a paging message within a first preset listening time or a first preset quantity of listening times, and does not listen to a paging message when the first listening time or the first quantity of listening times is exceeded, setting the terminal device to be in a connected state, and sending, by the terminal device, the uplink data after updating system information; and receiving downlink data that is buffered by the network side device.

Embodiments of the present invention relate to the communications field, and provide an apparatus, a method, and a system for cell selection, so that a terminal device can communicate normally. The method includes: measuring a received signal communication parameter value of a first cell; determining whether the communication parameter value is greater than a first threshold; if the communication parameter value is less than or equal to the first threshold, obtaining a second threshold; determining whether the communication parameter value is greater than the second threshold; and if the communication parameter value is greater than the second threshold, setting the first cell as a serving cell of the terminal device. The apparatus, the method, and the system for cell selection provided in the embodiments of the present invention are used to select a cell.

Embodiments provide a paging method and apparatus. The method includes receiving, by user equipment (UE), a system message broadcast by a base station, where the system message carries a system parameter and configuration information of a paging message, and the configuration information includes time-frequency information of the paging message. The method also includes determining, by the UE, a paging cycle, a paging frame (PF) and a paging occasion (PO) subframe according to the system parameter, and determining, by the UE according to the configuration information, a time-frequency resource occupied by the paging message in the PO subframe. The method also includes detecting, by the UE within the paging cycle according to the PF, the PO subframe, and the time-frequency resource, whether the paging message exists in a physical downlink shared channel PDSCH.
