Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may receive control signaling configuring the UE to skip uplink transmission when the UE does not have data to transmit. The UE may receive a grant for uplink resources. In some examples, the grant may be a configured grant or a dynamic grant. The UE transmit, when the UE does not have data to transmit, an uplink message via the uplink resources based on traffic characteristics of the UE, the uplink message comprising null data.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. Some aspects more specifically relate to selectively discarding a hybrid automatic repeat request (HARQ) state in association with a HARQ state retention timer or downlink control information (DCI) misdetection information. In some aspects, a user equipment (UE) may discard a HARQ state in association with an expiration of the HARQ state retention timer. Additionally or alternatively, the UE may identify DCI misdetection information that indicates a likelihood that the UE did not receive first DCI transmitted by the network node. The UE may discard the HARQ state in association with the likelihood being greater than a threshold. In some aspects, the UE may receive second DCI that includes an NDI, and may transmit a communication in association with selectively discarding the HARQ state and receiving the DCI.

Abstract: Various aspects of the present disclosure generally relate to wireless communication. For example, when a modem of a user equipment (UE) receives a burst of reset (RST) packets from an application processor, the modem may send only one RST packet and prune the remaining RST packets in the RST packet burst, or may send only one RST packet in a time period in cases where the RST packet burst is associated with a closed TCP connection and/or a TCP connection for which an RST packet has already been sent to a network node. Additionally or alternatively, the modem may inform the application processor to prune RST packets associated with the closed TCP connections and/or the TCP connections for which an RST packet has already been sent. Furthermore, similar techniques may be applied at the network node to avoid sending downlink traffic that is likely to result in uplink RST traffic.
